CRS 2.0 and crypto-asset reporting: the 2027–2028 timeline for families with accounts abroad
The OECD Global Forum CARF list (updated 14 September 2026) groups first exchanges by 2027, 2028 or 2029. Separately, it says amended-CRS first exchanges are in September 2027. Hong Kong’s bill is still before LegCo.

Key points
- The Global Forum CARF commitment PDF (last update 14 September 2026) lists 46 jurisdictions for first exchanges by 2027, 27 by 2028 (including Hong Kong, Singapore and the United Arab Emirates), and 4 by 2029 (including the United States).
- A Global Forum Secretariat note of 6 March 2026 states that first exchanges under the amended CRS will take place in September 2027.
- Hong Kong’s Inland Revenue Department says the Amendment Bill gazetted on 22 May 2026 is still subject to Legislative Council scrutiny; if passed, CARF-related amendments would apply from 1 January 2027 and amended-CRS amendments from 1 January 2028.
What the CARF commitment list shows
The OECD Global Forum publishes a Crypto-Asset Reporting Framework (CARF) commitment list (last update 14 September 2026, accessed 21 October 2026). The PDF groups jurisdictions by the year of first exchanges:
- by 2027: 46 jurisdictions;
- by 2028: 27 jurisdictions, including Hong Kong (China), Singapore and the United Arab Emirates;
- by 2029: 4 jurisdictions, including the United States.
The same PDF also lists jurisdictions identified as relevant to CARF that have not yet committed. Mainland China does not appear on the commitment list in that PDF. That is a statement about the list only; this article does not speculate why.
Amended CRS: September 2027 first exchanges
A Global Forum Secretariat note dated 6 March 2026 states that the CRS was amended in 2023 to expand coverage to new digital financial products and improve the usability of exchanged account information, and that first exchanges under the amended CRS will take place in September 2027.
Hong Kong’s bill (still before LegCo)
Hong Kong’s Inland Revenue Department page on the Amendment Bill 2026 (accessed 21 October 2026) states in highlighted text that the page contents are based on the Bill and are subject to scrutiny by the Legislative Council, and that readers should watch for the latest development upon enactment.
The same page says the Bill was gazetted on 22 May 2026, and that, subject to passage, legislative amendments concerning CARF would be implemented from 1 January 2027 and amendments concerning the amended CRS from 1 January 2028.
What this does not mean
Commitment lists and bill pages are not personalised tax advice. This article is not legal, tax or immigration advice. It does not tell any person what to report, where to file, or how any account will be treated.
What this does not mean
- This is not tax advice and does not determine any person’s filing position in any jurisdiction.
- A commitment list is not the same as domestic law already in force in every listed jurisdiction.
- Absence of a jurisdiction from the CARF commitment list is recorded as a list fact only; we do not speculate why.
