A Global Forum news item dated 14 September 2026 states that Argentina has committed to implement the Crypto-Asset Reporting Framework (CARF) and to start automatic exchange of information on crypto-asset transactions by September 2029. With Argentina's commitment, the Global Forum says 77 jurisdictions are committed to implementing CARF by 2027, 2028 or 2029. The Global Forum says it will monitor Argentina's progress and that its Secretariat will support implementation. This is a tax-transparency timeline piece. It does not discuss Argentina's citizenship-by-investment announcement, which remains not open on our register.

New Zealand's Active Investor Plus visa: the 2026 changes on source of funds and managed funds

Immigration New Zealand made two sets of changes to the Active Investor Plus visa in August and September 2026: tighter evidence of where funds come from, and new rules for the managed funds and direct investments that investors can choose. From 13 August 2026, INZ says borrowed funds must come from the same country or jurisdiction as the assets supporting the application. Investors must show their nominated funds were earned or acquired lawfully and moved through appropriate banking channels. Gifted funds must be unconditional and lawful where the gift was made. Managed-fund investors now need only a legally binding agreement; the non-revocable requirement was removed. Children born after an investor visa is approved can be included in some later applications. From 28 September 2026, managed funds must keep investment deployment plans, declined funds and direct investments must wait six months before reapplying, and Invest New Zealand can suspend or revoke an approved investment's eligibility.

CRS 2.0 and crypto-asset reporting: the 2027–2028 timeline for families with accounts abroad

The OECD Global Forum CARF list (updated 14 September 2026) groups first exchanges by 2027, 2028 or 2029. Separately, it says amended-CRS first exchanges are in September 2027. Hong Kong’s bill is still before LegCo. The Global Forum CARF commitment PDF (last update 14 September 2026) lists 46 jurisdictions for first exchanges by 2027, 27 by 2028 (including Hong Kong, Singapore and the United Arab Emirates), and 4 by 2029 (including the United States). A Global Forum Secretariat note of 6 March 2026 states that first exchanges under the amended CRS will take place in September 2027. Hong Kong’s Inland Revenue Department says the Amendment Bill gazetted on 22 May 2026 is still subject to Legislative Council scrutiny; if passed, CARF-related amendments would apply from 1 January 2027 and amended-CRS amendments from 1 January 2028.

The US 'Gold Card' on paper: what the official I-140G form and instructions say

USCIS Form I-140G (edition 09/11/26) is the immigrant petition for the Gold Card programme. This note records what the form page and instructions say about filing, fees, classification and the Visa Bulletin — not whether any person should apply. USCIS says Form I-140G may be filed only online, and only after the applicant registers on trumpcard.gov and receives confirmation that the submission was accepted. The USCIS form page and instructions set the Form I-140G filing fee at US$15,000 for each person included in the petition; the instructions also describe a later unrestricted gift to the U.S. Department of Commerce and require funds to be shown as lawfully obtained. The instructions say the programme uses EB-1 (extraordinary ability) or EB-2 with a national-interest (NIW) classification, and point readers to the State Department Visa Bulletin for visa availability.
